Analyzing spatial distinctions in establishing horizontal justice in terms of access to educational services using a multi-criteria decision-making approach and GIS (Case study: Ardabil city neighborhoods)

Abstract

Objective: This research aims to analyze and evaluate the availability of educational services in the neighborhoods of Ardabil city.
Research Method: The research method is descriptive-analytical.
Results: To analyze and evaluate the neighborhoods' welfare, first seven indicators in the educational field were used and information about them was obtained from the Ardabil General Education and Ardabil School Renovation Departments, and in some cases, the collected data was updated with the OSM database. To perform the analysis, the critical technique was used for weighting and the mixed compromise solution multi-criteria decision-making model, known as the Kokoso model, was used for data analysis. ArcGIS software was also used to prepare and analyze the maps.
Conclusion: The result showed that there is some kind of injustice in the city of Ardabil among the 5 regions and 51 neighborhoods in the city. Region 1 has a favorable condition among the regions, and among the 11 neighborhoods in this region, 6 neighborhoods are in a very good condition. Also, regions 3 and 4 of the municipality have no neighborhoods with many facilities and 62% of the population of region 4 is covered by a very deprived and deprived situation. However, among the municipal areas, district 5 of the municipality has 4 neighborhoods in a very deprived state of facilities, which do not have favorable conditions.

هدف: این تحقیق با هدف تحلیل و ارزیابی برخورداری محلات شهر اردبیل از خدمات آموزشی انجام یافته است.

روش پژوهش: روش تحقیق آن از نوع توصیفی – تحلیلی می‌باشد. 

نتایج: برای تحلیل و ارزیابی برخورداری محلات،  ابتدا هفت شاخص در حوزه آموزشی مورد استفاده قرار گرفته و اطلاعات مربوط به آنها از ادارات کل آموزش و پرورش اردبیل و نوسازی مدارس اردبیل اخذ گردیده و در مواردی داده‌های جمع‌آوری شده با پایگاه داده‌ OSM به روز شده است. برای انجام تحلیل از تکنیک کریتیک برای وزن‌دهی و برای تجزیه و تحلیل داده‌ها نیز از مدل تصمیم‌گیری چندمعیاره راه‌حل مصالحه ترکیبی که به مدل کوکوسو معروف است، استفاده شده است. برای تهیه و تحلیل نقشه‌ها نیز از نرم‌افزار ArcGIS استفاده گردید.

نتیجه‌گیری: نتیجه به دست آمده نشان داد که در شهر اردبیل نوعی بی عدالتی در بین 5 منطقه و 51 محله موجود در شهر وجود دارد. به‌ طوری‌ که منطقه 1 دارای وضعیت مطلوبی در بین مناطق بوده و  از میان 11 محله موجود در این منطقه 6 محله در وضعیت خیلی برخوردار قرار دارد. همچنین مناطق 3 و 4 شهرداری، فاقد محله خیلی برخوردار از امکانات بوده اند و 62 درصد جمعیت منطقه 4 تحت پوشش وضعیت خیلی محروم و محروم قرار دارد. با این وجود در بین مناطق شهرداری نیز منطقه 5 شهرداری دارای 4 محله در وضعیت خیلی محروم از برخورداری از امکانات می باشد که شرایط مطلوبی ندارد.
